In order to successfully operate the scheme, the Federal Government charged the Industrial Training Fund [ITF] with the responsibilities of coordinating the scheme while the collaborating Agencies; the National Universities Commission [NUC] and the National Board for Technical Education [NBTE] were expected to ensure appropriate mobilization of students of appropriate courses in the Universities and the Polytechnics respectively. Today the scheme also covers the Colleges of Education under the umbrella of the National Council for Colleges of Education [NCCE]. Also specific responsibilities were given to the Institutions.
